| Single-Use Plastics Ban Update by Anna Thompson-Amadei Canada’s Minister of the Environment and Climate Change, the Hon. Steven Guilbeault, has announced the publication of the final regulations to prohibit the manufacture, import, sale, and export of six single-use plastic items (the “Regulations”). The government has stated that it estimates this ban will result in the elimination of over 1.3 million tonnes of plastic waste and more than 22,000 tonnes of plastic pollution over the next decade. Common Employer: Adopt the Four Factor Test
Employment law can penalize franchisors for establishing control mechanisms to protect their trademarks because some enterprising litigators are trying to argue that by clarifying licensing trademarks, and controlling or exercising control over those trademarks, the franchisor has created an employment relationship with the franchisee, and the franchisee’s employees.
We need provincial governments address this by adopting a four-factor test that will determine if a joint employer relationship exists or not. READ MORE.

Ontario signs new immigration deal with federal government
The federal government has unique immigration agreements with each province intended to address specific provincial needs. McNaughton had been negotiating with federal Immigration Minister Sean Fraser, and his predecessor Marco Mendicino, for some time.
The new deal, which McNaughton repeatedly called “historic” in an interview with QP Briefing, “will allow Ontario to tackle the labour shortage head-on, by using immigration as a major economic tool,” he said. At the moment, Canada faces severe labour shortages across several sectors. In Ontario, those are most acute in construction and health care.
Canadian economy grew at an annual rate of 2.9% in the third quarter
The Canadian economy grew at an annualized rate of 2.9 per cent in the third quarter, Statistics Canada said. Monthly real GDP data shows the economy grew by 0.1 per cent in September, with the increase in real GDP driven by goods-producing industries.
Job vacancies in Canada rose 3.8% in September, Statscan says
Statistics Canada says the number of job vacancies was up 3.8 per cent in September at 994,800. The agency says the month-over-month increase was largely attributable to seasonal variations, as job vacancies typically peak in September.
Opening Statement before the House of Commons Standing Committee on Finance
First, inflation in Canada remains high and broad-based, reflecting large increases in both goods and services prices. Inflation has come down in recent months, but we have yet to see a generalized decline in price pressures.
Second, and related, the economy is still in excess demand—it’s overheated. Job vacancies have declined from their peak but remain high, and businesses continue to report widespread labour shortages.

Interest rates need to keep rising to fight inflation, Tiff Macklem tells MPs
Mr. Macklem used his appearance before the finance committee in Ottawa to reiterate the central bank’s core message: Inflation remains too high and interest rates need to keep rising. The Bank of Canada has raised interest rates six times this year, and is widely expected to announce another interest rate hike on Dec. 7.

Bank of Canada reports historic first loss of $522M in third quarter
The Bank of Canada’s aggressive interest rate hikes this year have raised the cost of interest charges it pays on settlement balances deposited in the accounts of big banks. Speaking before the House of Commons finance committee last week, Bank of Canada governor Tiff Macklem addressed the expected losses.
