The federal government has unique immigration agreements with each province intended to address specific provincial needs. McNaughton had been negotiating with federal Immigration Minister Sean Fraser, and his predecessor Marco Mendicino, for some time.

The new deal, which McNaughton repeatedly called “historic” in an interview with QP Briefing, “will allow Ontario to tackle the labour shortage head-on, by using immigration as a major economic tool,” he said. At the moment, Canada faces severe labour shortages across several sectors. In Ontario, those are most acute in construction and health care.
